 note = {本稿は，現在，日本で展開されている学校評価に対し，主としてその政策的背景を批判的に紹介するとともに，「現場」の声がそれに如何に対応しているのか，それを踏まえて，これからのあるべき学校評価の在り方を提言しようとするものである。中核となる内容は，学校評価政策に対する批判であるが，それは，学校が自治や裁量権を十分に保証されていない中で，果たして各学校で「評価」が可能なのか，ということであり，そこから，現状の学校「評価」は，実質的に学校診断になっており，各学校にとって，自らのものとなっていないということを明らかにしている。, In this paper following 3 points are cleared; ① the backgrounds of Modern Japanese School Evaluation Policy are introduced, ② the theory and the method of implementation are criticized, ③ ideal way of evaluation system are suggested. Especially in the ② part, next was clarified. For Japanese schools, Selfgovernment are not guaranteed enough and their discretion range are not wide. Under such condition, it's possible only to diagnose not to evaluate Japanese schools.},
