 note = {本調査は，質問紙調査から，徳島県内市町村教育長が直面する課題，自ら取り組んだ成果，職務遂行に必要な知識及び能力について，現状を明らかにすることが目的である。調査の結果，市町村教育長が直面している最大の課題は「事務局専門性」「事務量の増大」「事務局人数」であった。また，成果が上がったと回答した上位５つの市町村教育長は「教職員研修」「特別支援教育」を挙げ，市教育長全体では「学校の統廃合」であることが明らかになった。市町村教育長が最も成果があったことは「教員の人事異動を工夫した」であり，職務遂行に必要な知識については，市教育長は「教育予算・財政」であり，成果上位５市町村教育長は「国の教育政策」の認識度が高いことが分かった。市町村教育長が最も重視する職務遂行能力は「危機管理能力」であり，危機管理は重要な日常業務であると認識されていることが推測された。, The purpose of this study is to clarify not only the current issues that the education boards of municipalities in Tokushima prefecture are facing but also their challenges and achievements. Questionnaires were delivered to the heads of education boards. The expected knowledge and ability of them was also asked. As a result, the biggest issues of their office staff were listed: sparing sufficient numbers of staff, coping with increased workload, and maintaining expertise of staff. In particular, the top five municipalities reporting excellent results have recognized staff training and special needs education as important aspects. Most education boards were focusing on consolidation of schools. Thoughtful reshuffle of teachers seemed to be effective to cope with issues. Regarding knowledge acquisition, it is considered that “budgets” is important for cities’, and “national policy” is important for the top five. Regarding ability, the heads recognized the ability for crisis management most important.},
