Seiseisha was a semi-public school which was supported by public expense, school fees and donations. It was in 1900's that Nominoo-Village established the educational finance foundation and stabilized to run Nominoo ordinary elementary school as a village school. They endeavored to enrich the content of course of study at this school in 1910's. For example, an advanced course for graduated students was attached to an ordinary course (compulsory education) in 1914. We have to give enough thought that some people were interested in this newly advanced course, other people showed little interest in that. That is to say, there were two attitudes among people, namely, one attitude to positively use the expanding education opportunity for the future of children and the other to count on children as the labor force.
