Tokushima Prefecture set the disabled as the object of temporary exemption from enrollment at school and exemption according to the plan of the Meiji government. However, the education of hearing disorders, visual disorders, and mental retardation was performed in fact in school. Two were considered as the factor. The first factor has an ambiguous entering?school standard, and is that discretion of the school spot was entrusted. The second factor is were able to consider the necessity for their education by the teacher’s educational philosophy.
