Battered children have increased in child rearing facilities, and amidst continuing confusion as to whether the main issue for such children is raising them or the necessity of treatment for battering, an urgent issue is the creation of child rearing with “continuity and consistency” which builds attachment. However, attachment disorders of battered children etc are an extra burden on child care workers, and complicate human relationships, accelerating the number of people who leave this work. Even in cases of entry into child rearing facilities from infant homes, there are children who exhibit attachment disorders similar to battered children, and issues of “continuity and consistency” of rearing in child rearing facilities affect the development of children. A rearing system with child care workers working in shifts lacks continuity and consistency, making it difficult for children to build stable attachment. Unstable relations between child care workers and children disrupt the care by child care workers, exhaust child care workers, and push them to leave this work. This also impairs “continuity and consistency” of rearing for children, creating a vicious circle.
