The present paper aims to depict how the program purposes have been developed and constructed in order to promote social skills among children. Firstly, the characteristics of TOP SELF are explained, and then the construction of the hierarchical purposes is specified as starting with the literature review. Researchers have found that social skill deficiency is related to poor social adjustment of children, and that children with social skills are more likely to adapt and/or accommodate to their environment. Thus social skill programs can contribute to the preventive education as the base education of TOP SELF. The construction of the purposes includes constituent, intermediate, subordinate and operational purposes. The higher−order purposes conduce to the realization of primary purposes, whereas operational purposes directly relate to the implementation of educational methods.
