Therefore, during dependent stages, humans need a safe base. In infancy, this safe base is the parent. During the transition period in which the child distances him−or herself from the parent, the safe base is the transitional object. In old age, the safe base is religiosity. “Ohenro−san” can pilgrimage alone, because the pilgrim is dependent on “Odaishi−sama”. During adolescence, the safe base is peer relations of the same generation. Therefore, experiencing being alienated from peers as a result of bullying can lead to serious anxiety, loneliness, anguish, and despair. In the definition of bullying by the Ministry of Education, a key phrase is “some kind of human relations.” In order to understand violence in intimate relationships, such as bullying, it is necessary to comprehend “violence in the relationship.” Bullying has a four−layer structure of victims, perpetrators, spectators, and bystanders. Bullying prevention measures for each position should be considered while acknowledging the importance of peer relations, In addition, children face the challenge of seeking independence from adults（parents and teachers）. Hence, children do not want adult intervention in their problems.
