This paper discusses the process of establishment of elementary education in agricultural districts, focusing on Kamigurose-village in the Setouchi region of Japan. Kamigurose-village founded Kamigurose ordinary elementary school in 1891. The number of students had increased year by year, the school attendance reached 90 percent in 1898 and was virtually 100 percent in 1907. Special mention should be made the school attendance of girls. That rose ahead of neighboring villages. In a background of growing interests in education among people, Nakagurose-village set up advanced course in 1903. The students who graduated from advanced course came to go on to junior high school, and get modern jobs, such as public officials, school teachers, career soldiers, nurses. Modern elementary education was firmly established in Kamigurose-village in 1900's and many villagers and their children began to use the expanding education opportunity to broaden the course in life.
