The author studied about the historical background in the practice subject of education of the disabled, to clarify causal relationship, and to propose about the state of the present education of the disabled. The results were as follows: (1) The national intentional policy was participating in the discrimination and prejudice to the disabled. (2) Although the serious disabled's educational rights were snatched by the nation, the civilian was educating uniquely. (3) The independence which is the disabled's educational purpose was discussed involving vocational education. (4) Various problems were pointed out about transactional program between ordinary school and special school. The autonomy of the educational practice spot instead ot the administration initiative from these results is important.
