The program was applied to 53 head teachers. Resposes of head teachers are shown below. 1)they showed positive evaluation to all areas of TPSOM, in both degree of understanding and degree of effectiveness, 2)positve evaluation was higher in degree of understanding than degree of effectiveness, 3)positve response was most salient in ‘method to make up and share the topics of the school challenges among of 5 areas.
