へ加盟申請するなど国際社会での立場を高めつつある．我が国でもコスタリカは軍隊を有していない国として知られており，自然が豊かで国民の幸福度も高く，教育立国とのイメージを抱く人々も少なくないことかと思われる．実際のところ，コスタリカの教育は中米では随一と評され，ラテンアメリカ諸国全体でもチリやウルグアイなどに次ぐ高評価を得ている．1948 年の軍隊廃止後70 年近く経過した現在でも，コスタリカの教育は独自の教育観である環境保全，民主主義，平和，人権重視の基本的理念を重視しており，コスタリカの基盤は現在も教育であることに変わりはないが，一方でその教育にまつわるここ20年ほどの慢性的な課題が今後の発展を滞らせる感も否めない．コスタリカが教育立国とされるのは，基本的にラテンアメリカ諸国内での相対的な位置付けをふまえてのものであり，同国の現在の教育の最優先課題は，中等教育の質を上げ，PISA
